Houston City Councilman Al Hoang is suggesting that the city slash the current 1.75% for public art mandated by the 1999 public arts ordinance to 1% to help plug current budget shortfalls. Pointing to the recent purchase of James Surl’s “Standing Vase with Five Flowers,” for $360,000 amid rumors of layoffs of city workers, Hoang said “this is nothing against art, but this is about priorities.”
